A major online safety bill for kids just passed the House. Here’s what experts say parents need to know

The U.S. House of Representatives passed the Kids Internet and Digital Safety (KIDS) Act, a bill designed to strengthen online protections for minors through age verification, content restrictions, and parental oversight tools [1]. A 2022 report by the Texas House of Representatives Investigative Committee into the Robb Elementary School shooting in Uvalde attributed the failed police response to "systemic failures and egregious poor decision making" and found that law enforcement "failed to prioritize saving the lives of innocent victims over their own safety" [3]. The shooting, which killed 19 students and two teachers, prompted Congress to pass the Bipartisan Safer Communities Act, the most significant federal gun reform legislation in decades at that time [3]. Ji's emphasis on adult-child interactions online reflects a growing recognition that technical safeguards alone cannot address risks that originate in human behavior [1]. The field of AI safety has similarly expanded beyond technical alignment to include norms and policy development, with researchers warning that safety measures are not keeping pace with the rapid development of AI capabilities [8].
